GYEONGJU, South Korea, Nov. 1 (Xinhua) -- Chinese President Xi Jinping on Saturday delivered a speech at the second session of the 32nd APEC Economic Leaders' Meeting under the title "Jointly Forging a Sustainable and Brighter Future."
Following is the English version of the full text of the speech:
Jointly Forging a Sustainable and Brighter Future
Remarks by H.E. Xi Jinping
President of the People's Republic of China
At Session II of the 32nd APEC Economic Leaders' Meeting
Gyeongju, November 1, 2025
Your Excellency President Lee Jae-Myung,
Colleagues,
At present, the new wave of scientific and technological revolution and industrial transformation is deepening. In particular, the rapid advance of frontier technologies such as artificial intelligence is opening new horizons for humanity. On the other hand, the world faces lackluster economic growth and a widening gap in global development. Challenges such as climate change, food security and energy security are intensifying. Asia Pacific economies must enhance mutually beneficial cooperation, make good use of new opportunities, stand up to new challenges, and forge a sustainable and brighter future together. To this end, I would like to make three propositions.
First, we should further unleash the potential of digital and smart development to give the Asia Pacific region a fresh edge in innovation-driven development. We should fully harness new technologies to empower and propel us forward, seize the opportunities of digital, smart and green development, and move faster to nurture and promote new quality productive forces. We should spark data into life as a basic resource and an engine for innovation, promote safe and orderly flow of data, and accelerate high-quality development of the digital economy. We should deepen cooperation on open source technologies and build an open, competitive ecosystem for innovation.
AI is very important for shaping the future, and should contribute to the well-being of people of all countries and regions. We should bear in mind the well-being of the entire humanity, and promote the sound and orderly development of AI while ensuring that it is beneficial, safe and fair. China has proposed the establishment of a World Artificial Intelligence Cooperation Organization, which we hope will provide the international community with public goods on AI through cooperation on development strategies, governance rules and technological standards. China is ready to work with all APEC members to enhance AI literacy and bridge the digital and AI divide in the Asia Pacific region.
Second, we should stay committed to green and low-carbon development to build a new paradigm for sustainable development in the Asia Pacific region. Clear waters and green mountains are just as valuable as gold and silver. We should keep in mind our responsibility to our future generations, enhance synergy between green development strategies of all economies, promote free flows of quality green technologies and products, accelerate the green and low-carbon transition, and vigorously tackle climate change. We should ensure the true fulfillment of common but differentiated responsibilities, and urge developed economies to continuously provide necessary support for developing economies in financing, technology, capacity building and other areas.
Since announcing our carbon peaking and carbon neutrality goals five years ago, China has established the world's largest and fastest-growing renewable energy system. Industries such as new energy vehicles, lithium-ion batteries and photovoltaics are thriving. China has submitted its 2035 Nationally Determined Contributions on climate response, and will implement the system of dual control over the volume and intensity of carbon emissions across the board. China has funded the establishment of the APEC Support Fund -- Sub-fund on Promoting Digitalization for Green Transitions, and will continue to implement relevant initiatives on clean energy and green transition.
Third, we should build an inclusive and universally beneficial future to foster a new dynamism in the inclusive growth of the Asia Pacific. We should always put the people first, and strengthen policy communication, experience sharing and results-oriented cooperation to fully implement the United Nations 2030 Agenda for Sustainable Development, eliminate poverty together, and promote shared prosperity for all the people in the Asia Pacific. We should fully leverage APEC's traditional strength in economic and technical cooperation, encourage Asia Pacific economies to take the lead in piloting the WTO's Agreement on Electronic Commerce, and deepen cooperation in such areas as SMEs, human resources, food security, energy transition, and health to facilitate balanced growth in developing economies.
This year, the Republic of Korea has proposed the Collaborative Framework for Demographic Change, which will contribute to inclusive development in the Asia Pacific. In China, we will move faster to improve the system that provides full life-cycle population services to all the Chinese people. We will vigorously develop the silver economy and push forward high-quality development of the population. We will promote the implementation of the initiatives that seek to deploy AI in health care and enhance digital literacy and skills for women, so that all Asia Pacific can benefit from APEC cooperation.
As a 19th-century Chinese thinker counseled, "Alone, one falters under the weight; Together, we stride on the road." China is ready to work with all parties to embrace the philosophy of innovative, coordinated, green, open and shared development, and build together an Asia Pacific community.
Thank you. ■

GYEONGJU, South Korea, Oct. 31 (Xinhua) -- Chinese President Xi Jinping delivered a written speech at the APEC CEO Summit on Friday under the title "Putting the Asia Pacific at the Forefront of the Joint Endeavor for World Development and Prosperity." Following is the English version of the full text of the speech.
Putting the Asia Pacific at the Forefront of the Joint Endeavor for World Development and Prosperity
Written Address by H.E. Xi Jinping
President of the People's Republic of China
At the APEC CEO Summit
Gyeongju, October 31, 2025
Representatives of the Business Community,
Ladies and Gentlemen,
Friends,
I am very pleased to visit the historic city of Gyeongju again for the APEC CEO Summit.
The world today is undergoing accelerated transformation unseen in a century, the international landscape is fraught with changes and turbulence, and global economic recovery remains sluggish. The world has come to a new crossroads -- solidarity, cooperation and mutual benefit or return of hegemonism and the law of the jungle; multilateralism, openness and inclusiveness or unilateralism and protectionism. What we choose will profoundly affect the future of the world. We must have vision, step up to our responsibility, and choose what meets the expectation of the people in the Asia Pacific and stands the test of history.
As the saying goes, "He who knows the past understands the present." Since the great victory of the World Anti-Fascist War 80 years ago, the international system with the United Nations at its core has been put in place gradually, and multilateral systems in economic, trade, financial and other areas have been established. A new chapter was opened for humanity's pursuit of peace and development.
History attests that humanity shares a common destiny. While hegemonism causes only war and disaster, fairness and justice ensure global peace and development. While confrontation and antagonism breed only estrangement and turbulence, win-win cooperation proves to be the right way forward. While unilateralism precipitates division and regression, multilateralism is the viable option for tackling global challenges.
China always upholds the current international order and practices true multilateralism. We embrace peaceful development, and reject the assertion that a strong country will inevitably seek hegemony. We champion win-win cooperation, and denounce winner-takes-all practices. We advocate mutual learning among civilizations, and do not believe in clash of civilizations. We promote fairness and justice, and oppose power politics. China has successively put forward the Belt and Road Initiative as well as the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative. They are China's solutions to the salient issues across the world, based on Chinese wisdom. We look forward to working with all parties to promote common prosperity and a win-win future for all, and building a community with a shared future for humanity.
Ladies and Gentlemen,
Friends,
Founded in response to the trend of economic globalization, APEC takes it as its objective and purpose to promote trade and investment liberalization and facilitation and support economic growth and prosperity. The 1991 Seoul APEC Declaration highlighted interdependence and shared benefit. Today, as we gather once again in the Republic of Korea, we should renew our commitment to the founding mission of APEC and make outstanding contributions to the world through more vibrant and resilient Asia Pacific cooperation.
First, we should take the lead in safeguarding peace and stability. We must always ensure the equal right of all countries to participate in international affairs regardless of their size, strength, or wealth. We should embrace the vision of common, comprehensive, cooperative, and sustainable security, and resolve differences and disputes through dialogue and consultation.
Second, we should take the lead in enhancing openness and connectivity. We should firmly safeguard the WTO-centered, rules-based multilateral trading system, strengthen solidarity and collaboration, oppose protectionism, reject unilateralism and bullying, and prevent the world from reverting to the law of the jungle. We must have the courage to remove barriers, keep global industrial and supply chains stable and unimpeded, advance regional economic integration, push forward the Free Trade Area of the Asia Pacific, and play the Asia Pacific part in global economic growth.
Third, we should take the lead in promoting win-win cooperation. We should stay true to the vision of harmony without uniformity, fully leverage the diversity of Asia Pacific economies, draw on each other's strengths, and jointly make the pie of Asia Pacific cooperation bigger. We should advance both our respective interests and those of others, and foster an environment of cooperation to achieve success and development for all economies.
Fourth, we should take the lead in pursuing benefits for all and inclusiveness. We should put the people first, and fully implement the U.N. 2030 Agenda for Sustainable Development. We should create greater synergy between our development strategies, and step up support for developing economies. We should bridge development gaps, increase people's well-being, and deliver prosperity to all the people in the Asia Pacific.
Next year, China will host APEC for the third time. This demonstrates our full commitment to Asia Pacific cooperation and our willingness to fulfill our responsibilities. We will follow the trend of the times, listen to the calls of APEC members, and work together to build an Asia Pacific community, so as to further boost peace and development in the Asia Pacific and the wider world.
Ladies and Gentlemen,
Friends,
China has been a major engine of world economic growth for many years. China's 14th Five-Year Plan period ends this year. In the past five years, despite increasing external shocks, the Chinese economy has registered an annual growth rate of around 5.5 percent on average, contributing around 30 percent of global growth.
A few days ago, the 20th Central Committee of the Communist Party of China adopted the Recommendations for Formulating the 15th Five-Year Plan at its fourth plenary session. We will continue to deepen reform and high-quality development through high-standard opening up, bring more stability and certainty to the Asia Pacific and world economy, and provide fertile soil for global investors and entrepreneurs.
-- China can provide more growth opportunities for the global business community. It is now the world's second largest market of consumption and import, and the only developing country that hosts a national-level international import expo and continually opens its market to the world. The China market is huge and promising. We are continually advancing high-standard opening up, and strive to help all sides succeed through greater openness and connectivity.
-- China can provide a good business environment for the global business community. China is fostering a market-oriented, law-based and world-class business environment to help companies of different types of ownership to grow and thrive through fair competition. There are only 29 items left on China's negative list for foreign investment, and zero items in the manufacturing sector. We will also continue to open the services sector. China is universally recognized as one of the safest countries in the world, and grants either unilateral visa exemption or full mutual visa-free entry to 76 countries. Sightseeing and shopping in China have become a popular trend in the world, and our foreign friends will find it more and more convenient to invest, work and live in China.
-- China can provide a vast platform of innovation for the global business community. We are vigorously developing future industries, strengthening emerging industries, and upgrading traditional industries. Innovation is steadily driving the economy forward. China is going green, digital and smart at a faster pace. Breakthroughs are being made one after another in AI, quantum technologies, humanoids, new-energy vehicles, and biomedicine. China is now a global destination for the promotion and application of new technologies. Facts have proved that whoever establishes a solid presence in the Chinese market will stay ahead of the curve in the increasingly fierce international competition.
-- China can provide enabling conditions of green growth for the global business community. China is making coordinated advances in decarbonizing, mitigating pollution, expanding green transition and promoting growth. It has the largest renewable energy system and the biggest, most complete new energy industrial chain in the world. The increased area of afforestation in China accounts for a quarter of the world total. We are committed to meeting our carbon peaking and carbon neutrality targets. We are actively advancing cooperation in launching green energy projects. We support the free flow of quality green technologies and products, and do our best to provide assistance to developing countries. China's contribution to the green and low-carbon transition of the global economy is widely recognized.
In short, China is an ideal, safe and promising destination for global investors. Partnering with China means embracing opportunities. Believing in China means being optimistic about tomorrow. And investing in China means investing in the future.
Ladies and Gentlemen,
Friends,
The Asia Pacific business communities are forerunners of our times, pioneers of change, and trendsetters of the world. I hope that you will carry forward the spirit of entrepreneurship, remain pioneering, open-minded, innovative and resilient, work together to promote Asia Pacific growth and prosperity, and forge a mighty force to usher in a great future for the Asia Pacific and the world. We sincerely invite you to China next year to advance our joint lofty cause.
Thank you! ■

GYEONGJU, South Korea, Oct. 31 (Xinhua) -- Chinese President Xi Jinping on Friday delivered a speech at the first session of the 32nd APEC Economic Leaders' Meeting under the title "Building an Inclusive Open Asia-Pacific Economy for All."
Following is the English version of the full text of the speech:
Building an Inclusive Open Asia-Pacific Economy for All
Remarks by H.E. Xi Jinping
President of the People's Republic of China
At Session I of the 32nd APEC Economic Leaders' Meeting
Gyeongju, October 31, 2025
Your Excellency President Lee Jae-myung,
Colleagues,
It is my great pleasure to be here in Gyeongju, a city of rich history and culture, to join you in discussing the future of the Asia-Pacific. Let me begin by thanking President Lee Jae-myung and the ROK government for the thoughtful arrangement.
Over the past 30-plus years since its founding, from drafting the blueprint of the Free Trade Area of the Asia-Pacific (FTAAP) to advancing the vision of an Asia-Pacific community, APEC has been spearheading the region's rise to the forefront of global open development, and has made the Asia-Pacific the most dynamic part of the global economy.
Currently, changes unseen in a century are accelerating across the world. The international situation is fluid and turbulent. The Asia-Pacific faces growing uncertainties and destabilizing factors in its development. The rougher the seas, the more we must pull together. We should stay true to APEC's founding mission to promote economic growth and improve people's lives, and champion open development where everyone shares opportunities and emerges a winner. We should promote a universally beneficial and inclusive economic globalization, and build an Asia-Pacific community. To this end, I wish to make five proposals.
First, we should work together to safeguard the multilateral trading system. We must practice true multilateralism, and enhance the authority and effectiveness of the multilateral trading system with the WTO at its core. We should stick to the right direction of WTO reform, uphold the most-favored-nation (MFN), nondiscrimination and other fundamental principles, and update international economic and trade rules to reflect the changing times, so as to better protect the legitimate rights and interests of developing countries.
Second, we should work together to build an open economic environment in the region. We should keep promoting trade and investment liberalization and facilitation, deepen fiscal and financial cooperation, and steadily push for regional economic integration. With the RCEP being implemented to high standards and the CPTPP membership expanding, we should help the two align with each other and progress together so as to inject impetus into the development of the FTAAP.
Third, we should work together to keep industrial and supply chains stable and smooth. We must join hands rather than part ways, and strengthen our links rather than sever them. We should vigorously expand our common interests, and support the open development of supply chains. The tenth anniversary of the APEC Connectivity Blueprint gives us a good opportunity to strive for concrete and tangible results in physical, institutional and people-to-people connectivity so as to further consolidate the foundations for open development in our region.
Fourth, we should work together to advance the digital and green transformation of trade. We should make digital technologies a strong catalyst for cross-border trade, and promote practical cooperation in paperless trade, smart customs and other areas. We must remove various green barriers, and expand cooperation in green industries, clean energy and green minerals. The Asia-Pacific Model E-port Network and the Cooperation Network on Green Supply Chain initiated by China under APEC have become important platforms for regional cooperation on the digital and green upgrades for trade.
Fifth, we should work together to promote universally beneficial and inclusive development. We should adhere to the people-centered development philosophy, focus on imbalances in development, and foster an economic globalization that is more inclusive, sustainable, and beneficial to all peoples in the region. China is working with various parties to promote the high-quality development of the Belt and Road Initiative, and supports the modernization drive of more developing countries, which will help open up new space for global development. We have given zero-tariff treatment on 100 percent tariff lines from the least developed countries having diplomatic relations with China, and stand ready to extend the same treatment to all African countries having diplomatic relations with China through the signing of agreements on economic partnership for shared development. We will continue to strive for common development and shared prosperity with all nations.
Colleagues,
China always pursues the basic state policy of opening up, and has taken real steps to promote an open world economy. Over the past five years, China has ranked as the world's largest trader in goods and the second largest in services. It has attracted more than 700 billion U.S. dollars in foreign investment in total, and its outbound investment has been increasing by over five percent on annual average. We have been shortening the negative list for foreign investment, and applying the unilateral visa-free policy to more countries. We are steadily expanding voluntary and unilateral opening up, and have actively aligned with high-standard international economic and trade rules through our 22 pilot free trade zones. China's door to the world will not close; it will only open wider and wider.
A few days ago, the Recommendations for Formulating the 15th Five-Year Plan were adopted at the fourth plenary session of the 20th Central Committee of the Communist Party of China. We will take this opportunity to further deepen reform comprehensively and expand high-standard opening up, and create new opportunities for the Asia-Pacific and the world through the latest achievements of Chinese modernization.
Thank you. ■
BEIJING, Oct. 29 (Xinhua) -- As the Palace Museum celebrates its 100th founding anniversary, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president, and chairman of the Central Military Commission, visited the museum on the morning of Oct. 27 for an exhibition titled "A Century of Stewardship: From the Forbidden City to the Palace Museum."
Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and a member of the Secretariat of the CPC Central Committee, also visited the exhibition.
Around 10 a.m., Xi and other people arrived at the Palace Museum. They visited the West Wing Gallery, the Main Gallery and the East Wing Gallery of the Meridian Gate, which house the exhibition. Featuring 200 pieces and sets of precious cultural relics, the exhibition's three sections -- A Lineage of Civilization, A Century of Endeavor, and Myriad Visions of Splendor -- trace the museum's century-long development and showcase its achievements in cultural heritage preservation and research.
Masterpieces of calligraphy and painting, as well as bronzeware, jade and porcelain artifacts, bear witness to the Chinese nation's splendid history and enduring continuity of its cultural lineage. Xi listened attentively to the explanations during the visit, pausing from time to time to observe the exhibits closely and inquire about relevant details. He pointed out that the Palace Museum embodies the cultural genes of the Chinese nation and stands as an important hallmark of Chinese civilization. To better protect the Palace Museum and give full play to its role is a matter of great significance to the nation and a glorious mission for its staff, Xi said. Standing at a new starting point after a centennial journey, the museum should carry forward its fine traditions, adhere to the principle that cultural relics belong to and serve the people, strengthen the relics protection and restoration, and enhance the revitalization and utilization of cultural relics, Xi said, calling for efforts to make the Palace Museum a major base for patriotic education and a key window through which people from other parts of the world can gain a better understanding of Chinese civilization and the Chinese nation.
Li Shulei and leading officials from relevant central Party and state departments, also visited the exhibition.■
BEIJING, Oct. 25 (Xinhua) -- The Communist Party of China (CPC) Central Committee convened a symposium with non-CPC personages at Zhongnanhai in Beijing on Aug. 27, soliciting opinions and suggestions on the CPC Central Committee's recommendations for formulating the 15th Five-Year Plan (2026-2030) for China's economic and social development from the central committees of eight non-CPC parties, chairperson of the All-China Federation of Industry and Commerce (ACFIC), as well as a representative of personages without party affiliation.
Xi Jinping, general secretary of the CPC Central Committee, chaired and addressed the symposium. Xi emphasized that the planning of social and economic development for the 15th Five-Year Plan period must be anchored to the goal of basically achieving socialist modernization. It is imperative to gain a deep understanding of both domestic and international situations, make solid efforts to achieve greater self-reliance and strength in science and technology, steadily advance common prosperity, and mobilize the whole Party and the Chinese people of all ethnic groups to work together in building a great country and realizing the rejuvenation of the Chinese nation.
Li Qiang, Wang Huning, Cai Qi and Ding Xuexiang, who are members of the Standing Committee of the Political Bureau of the CPC Central Committee, attended the symposium.
Those who made speeches at the symposium include Zheng Jianbang, chairperson of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang; Ding Zhongli, chairperson of the Central Committee of the China Democratic League; Hao Mingjin, chairperson of the Central Committee of the China National Democratic Construction Association; Cai Dafeng, chairperson of the Central Committee of the China Association for Promoting Democracy; He Wei, chairperson of the Central Committee of the Chinese Peasants and Workers Democratic Party; Jiang Zuojun, chairperson of the Central Committee of the China Zhi Gong Party; Wu Weihua, chairperson of the Central Committee of Jiusan Society; Su Hui, chairperson of the Central Committee of the Taiwan Democratic Self-Government League; Gao Yunlong, chairperson of the ACFIC; and Guo Lei, a representative of personages without party affiliation.
They highly commended the achievements China has made in economic and social development during the 14th Five-Year Plan period (2021-2025) under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core. They agreed with the considerations of the CPC Central Committee on its recommendations for formulating the 15th Five-Year Plan for national economic and social development. They also put forward opinions and suggestions on a wide range of issues, including expanding domestic demand, developing a modernized industrial system, cultivating and developing new quality productive forces, promoting the integrated advancement of education, science and technology and talent, and strengthening the coordination among innovation, industrial, and consumption chains. Their opinions and suggestions are also about promoting common prosperity, advancing coordinated regional development, building China into a strong maritime country, building a safer China at a higher-level, ensuring energy and food security, promoting the high-quality development of the private sector, and deepening the cross-Strait integrated development.
After listening attentively to what they said, Xi delivered an important speech. He pointed out that it has been a fine tradition and consistent practice of the CPC Central Committee to promote democracy, pool wisdom, and extensively solicit views from all sectors when studying major issues and formulating important documents. To ensure the quality of the draft recommendations, the CPC Central Committee conducted in-depth fact-finding missions, and carried out an online public consultation to solicit opinions from the whole of society.
Xi stressed that the 15th Five-Year Plan period is critical for reinforcing the foundations and making all-out efforts toward basically realizing socialist modernization. Strategic tasks, ideas and approaches must be formulated for the development in all sectors of the country's economic and social development according to the targets and requirements for basically realizing socialist modernization, Xi said. Efforts must be focused on key areas and links that affect and constrain high-quality development to consolidate and expand strengths, break constraints and bottlenecks, and make up deficiencies. We must make holistic and coordinated plans for all tasks under the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy, so as to synergize development efforts and enhance comprehensive effect, Xi said.
Xi pointed out that at present, China remains in a phase of development where strategic opportunities exist alongside risks and challenges, while uncertainties and unforeseen factors are rising. We must closely monitor and accurately assess the international situation, proactively identify, respond to, and steer changes, and firmly grasp the strategic initiative. No matter how the external environment changes, we must pool our efforts to manage our own affairs well. It is essential to fully and faithfully implement the new development philosophy, strengthen the domestic interactions between supply and demand, promote domestic and international economic flows, properly prevent and defuse risks, and continuously improve the quality and resilience of development.
Xi stressed that greater self-reliance and strength in science and technology is a strategic support for high-quality development. He said it is imperative to leverage the strength of the new system for mobilizing resources nationwide, focus on the world's scientific and technological frontier, and promote the integrated development of education, science and technology and talent. It is also important to intensify efforts to strengthen basic research and improve independent innovation especially original innovation capacity, and work hard to achieve breakthroughs in core technologies in key fields. It is essential to develop new quality productive forces according to local conditions, and make concerted efforts to promote the transformation and upgrades of traditional industries in an all-round manner, proactively develop emerging industries, and make deployment for the building of future-oriented industries, and speed up modernizing the industrial system.
Xi noted that Chinese modernization is socialist modernization where all the people share common prosperity. He stressed the importance of regarding bringing benefits to the people as what the CPC primarily strives for, and remaining committed to ensuring and improving the people's well-being in the course of pursuing development. It is essential to further optimize the regional economic layout, promote coordinated regional development, consolidate and expand the achievements in poverty alleviation, and promote all-round rural revitalization. It is imperative to introduce more concrete measures that are perceptible and accessible, so as to meet the people's needs in employment, education, social security, housing, medical care, elderly care and child care.
Xi expressed the hope that non-CPC political parties, the ACFIC, and individuals without party affiliation will give full play to their advantages of extensive contact with people from all sectors of society, continue to deliberate and study issues related to economic and social development during the 15th Five-Year Plan period, and promptly submit targeted opinions and suggestions to the CPC Central Committee so as to contribute wisdom and strength to promoting high-quality economic and social development and basically realizing socialist modernization.
Wang Yi, Liu Guozhong, Li Ganjie, Li Shulei, Li Hongzhong, He Lifeng, Zhang Youxia, Zhang Guoqing, Chen Wenqing, Wu Zhenglong, Shen Yiqin, Mu Hong, Jiang Xinzhi, and leading officials of relevant departments of the CPC Central Committee and the State Council attended the meeting.

Chinese President Xi Jinping attends the opening ceremony of the Global Leaders' Meeting on Women and delivers a keynote speech at the China National Convention Center in Beijing, capital of China, Oct. 13, 2025. (Xinhua/Shen Hong)
BEIJING, Oct. 13 (Xinhua) -- Chinese President Xi Jinping on Monday delivered a keynote address at the opening ceremony of the Global Leaders' Meeting on Women in Beijing.
The following is the full text of the address:
Carrying Forward the Spirit of the Beijing World Conference on
Women and Promoting the New and Accelerated Process for
Women's All-Round Development
Keynote Address by H.E. Xi Jinping
President of the People's Republic of China
At the Opening Ceremony of the Global Leaders' Meeting on Women
Beijing, October 13, 2025
Distinguished Colleagues and Guests,
Ladies and Gentlemen,
Friends,
Five years ago, I proposed another global leaders' meeting on women. Today, I am very pleased that we are having this gathering in Beijing to commemorate the 30th anniversary of the Fourth World Conference on Women and discussing ways to promote the global women's cause. On behalf of the Chinese government and people, I would like to extend warm congratulations on the opening of the Global Leaders' Meeting on Women.
Women play an important role in creating, promoting and carrying forward human civilization. And the international community has a shared responsibility to advance the cause of women. Thirty years ago, the Fourth World Conference on Women set the lofty goal of "Action for Equality, Development and Peace," and adopted the landmark Beijing Declaration and Platform for Action. Gender equality has been etched in the agenda of our times, galvanizing the whole world in its unwavering pursuit of that goal.
Over the past 30 years, guided by the spirit of the Beijing World Conference on Women, the cause of women has been thriving around the world, adding brilliant splendor to the progress of human civilization. Equality between men and women is now a universal consensus of the international community. It has been included in United Nations development agenda and priority development targets, and 189 countries have ratified the Convention on the Elimination of All Forms of Discrimination against Women. The environment for women's livelihood and development has been improving steadily. Nearly 1,600 laws on women's rights and interests have been enacted by more than 190 countries, and more and more countries have made national action plans to improve women's well-being. Prominent progress has been achieved in women's empowerment. Their educational attainment has been steadily improving, and women are playing an ever more important role in economic, political, cultural, and social affairs. A great many outstanding women have stepped up to take the international stage, living their lives to the full and making contributions with their wisdom and strength.
Ladies and Gentlemen,
Friends,
Women in every corner of the world are bound together by a shared future. At present, complex challenges still hamper their all-round development. Statistics show that globally, over 600 million women and girls are still mired in war and conflict, and around 10 percent of women and girls are trapped in extreme poverty. At the same time, deep-rooted problems such as violence and discrimination still persist, the gender digital divide is widening, and equality between men and women remains a lofty yet arduous task. Looking ahead, we should rededicate ourselves to the purpose of the Beijing World Conference on Women, and build greater consensus, broaden the paths forward, and take more concrete actions to accelerate the new process of women's all-round development. To this end, I wish to make four proposals.
First, we should jointly foster an enabling environment for women's growth and development. Their all-round development is achieved under the prerequisite of peace and tranquility. We need to uphold the vision of common, comprehensive, cooperative and sustainable security, and must safeguard world peace, so that all women can bask in the sunlight of happiness and tranquility and stay away from the shadow of war and turmoil. We need to enhance the protection of women and girls in regions struck by war, conflict, poverty or natural disaster, and support the vital role of women in preventing conflict and rebuilding their homes. We should improve mechanisms against violence and resolutely crack down on all forms of violence against women.
Second, we should jointly cultivate powerful momentum for the high-quality development of women's cause. Modernization of the world should involve and benefit women. We should proactively address the imbalance and inadequacy of women's development around the world, enable all women to share the benefits of economic globalization, and propel women's all-round development. We need to seize the opportunity of the new wave of scientific and technological revolution and industrial transformation, and empower women's high-quality development through innovation. We need to support women in playing an even bigger role in green development, and strive to help them shine in life and realize their dreams in this era of global modernization.
Third, we should jointly develop governance frameworks to protect women's rights and interests. We need to improve institutions and laws, introduce further tangible and accessible policy measures, channel more quality health and educational resources to all women, and strive to afford all women full and equal enjoyment of various rights. We must promote an inclusive and harmonious social environment that sets women free from discrimination and bias. We should broaden the channels for women to participate in and deliberate on political affairs, and support their extensive engagement in state and social governance. We should jointly nurture an environment that respects women, and morph gender equality into a common value and a code of conduct embraced by everyone in our society.
Fourth, we should jointly write a new chapter in promoting global cooperation on women. Not long ago, I proposed the Global Governance Initiative, calling for a more just and equitable global governance system with the people's interests in mind. Women are crucial in reforming and improving the global governance system. We must support them in assuming their historic responsibilities, enabling them to play a substantive role in global governance and share in its benefits. We should support the central role of the United Nations (U.N.), urging it to pay more attention to the needs of women in developing countries, create broad cooperation platforms for women from all countries, and continually deepen exchanges and mutual learning, so as to help women across the world thrive and shine together.
Ladies and Gentlemen,
Friends,
In China, the cause of women has always been an integral part of the epic Chinese modernization endeavors. Thanks to years of hard work, we have secured historic achievements and seen historic changes in the cause of women in China. We have won the largest battle against poverty in human history, and thereby brought moderate prosperity to 690 million women, achieving ahead of schedule the poverty reduction goal of the U.N.'s 2030 Agenda for Sustainable Development. We have reduced maternal mortality ratio by nearly 80 percent since 1995, and joined the leading upper-middle-income countries in core indicators for maternal and child health. Today, women in China truly "hold up half the sky" in economic and social development. They make up more than 40 percent of the workforce, more than half of internet start-up founders, and more than 60 percent of all medalists in the past four Summer Olympic Games. In the new era, Chinese women, more confident and vibrant than ever before, are taking part in the whole process of state and social governance. They are fighting on the front lines for rural revitalization and common prosperity as well as scientific innovation and digital transition. They are writing a splendid history of the cause of women in China. On the new journey of Chinese modernization, every woman is a star.
China actively provides opportunities and support for global women's cause through its development. We have initiated the International Day for Dialogue among Civilizations, and set up the Prize for Girls and Women's Education in partnership with UNESCO. We have launched "maternal and child health," "happy campuses," and other "small and beautiful" public welfare projects. We are actively promoting international exchanges and cooperation on women under Belt and Road cooperation, in the Shanghai Cooperation Organization, and within other frameworks.
To further support the global cause of women, I'd like to make the following announcement: In the next five years, China will donate another 10 million U.S. dollars to U.N. Women; earmark a quota of 100 million U.S. dollars in China's Global Development and South-South Cooperation Fund for implementing development cooperation projects for women and girls in collaboration with international organizations; launch 1,000 "small and beautiful" livelihood programs with Chinese assistance that take women and girls as priority beneficiaries; invite 50,000 women to China for exchange and training programs; and establish a Global Center for Women's Capacity Building, which is aimed at conducting capacity building and other development cooperation with relevant countries and international organizations to train more female talent.
Ladies and Gentlemen,
Friends,
As an ancient Chinese saying goes, "Steadfast dedication yields an enduring fragrance." Standing at this new historic starting point, let us carry forward the spirit of the Beijing World Conference on Women, bear in mind the goal of a community with a shared future for humanity, accelerate the new process of women's all-round development, and jointly create a better future for the human race.
I wish the Global Leaders' Meeting on Women a full success. Thank you! ■
BEIJING, Oct. 10 (Xinhua) -- A grand reception celebrating the 76th anniversary of the founding of the People's Republic of China (PRC) was held at the Great Hall of the People on the evening of Sept. 30. Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president, and chairman of the Central Military Commission, attended the reception and delivered an important speech. He noted that realizing the rejuvenation of the Chinese nation is a great cause that none have attempted before. Both aspirations and challenges inspire us to seize the day and forge ahead with unyielding perseverance. We should unite more closely around the CPC Central Committee, press ahead with determination, work diligently, and strive to write an even more magnificent chapter of Chinese modernization, Xi said.
Li Qiang presided over the reception. Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi and Han Zheng attended the event. About 800 people from home and abroad gathered to celebrate the PRC's 76th founding anniversary.
In the banquet hall of the Great Hall of the People, crystal chandeliers cast a warm glow, suffusing the space with festive atmosphere. Above the rostrum hung the solemn national emblem, flanked by the bold numerals "1949" and "2025", which stood out prominently against vibrant red flags.
At around 5:30 p.m., accompanied by the lively melody of the "Welcome Song," Xi Jinping and other Party and state leaders entered the banquet hall, waving to greet the attendees, which drew warm applause.
As the reception commenced, the entire audience stood up to sing the national anthem of the People's Republic of China -- "March of the Volunteers." The majestic melody resounded throughout the hall.
Xi delivered an important speech. On behalf of the CPC Central Committee and the State Council, he first extended festive greetings to the people of all ethnic groups in the country, to the officers and soldiers of the Chinese People's Liberation Army and the People's Armed Police Force, and to non-CPC political parties and personages without party affiliation. He also sent sincere greetings to compatriots in the Hong Kong and Macao special administrative regions, and Taiwan, as well as overseas Chinese. Finally, he expressed heartfelt gratitude to friendly countries and international friends who have long shown genuine concern for and actively supported the PRC's development.
Xi noted that over the past 76 years since the founding of New China, the CPC has led the people in making unremitting efforts generation after generation in a spirit of self-reliance, achieving remarkable accomplishments that will go down in history. A look back at history reveals how the Chinese nation has emerged from the brink of national peril and embarked on the path toward great rejuvenation -- a journey fraught with hardships and struggles, yet one brimming with great passion and glorious triumphs. Not long ago, we solemnly commemorated the 80th anniversary of the victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War, which has greatly invigorated national spirit, inspired patriotism and pooled the strength for endeavor, Xi said. It is imperative to continue to draw on historical experience to build the country better, so that the cause pioneered by the older generations of leaders and revolutionary martyrs will continue to thrive, he added.
Xi stressed that new progress and achievements have been made in various undertakings of the Party and country amid a complex situation this year, as China has further deepened reform comprehensively, steadily promoted high-quality development, ensured and improved people's well-being, and advanced full and rigorous Party self-governance. Noting that the fourth plenary session of the 20th CPC Central Committee is scheduled for October to study proposals for the formulation of the 15th Five-Year Plan (2026-2030) for national economic and social development, Xi called for efforts to focus closely on the Party's central tasks on the new journey in the new era and ensure sound planning and implementation of the goals, tasks and strategic measures for the 15th Five-Year Plan, so as to secure decisive progress in basically achieving socialist modernization.
Xi emphasized that on the new journey, we must unswervingly implement the "one country, two systems" policy and support Hong Kong and Macao special administrative regions in better integrating into the country's overall development, boosting their economies and improving the people's well-being. Xi called for deepening exchanges and cooperation across the Taiwan Strait, firmly opposing "Taiwan independence" separatist activities and external interference, and resolutely safeguarding national sovereignty and territorial integrity.
As the world is undergoing accelerating changes unseen in a century, we should champion humanity's shared values, practice genuine multilateralism, promote the implementation of the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative and the Global Governance Initiative, and work with other countries to build a community with a shared future for humanity, Xi said.
Amid festive music, domestic and international guests raised their glasses to celebrate the 76th anniversary of the founding of the PRC, wishing for the prosperity of China, the happiness and well-being of its people, and enduring friendship between the Chinese people and people around the world.
Also present at the reception were members of the Political Bureau of the CPC Central Committee, secretaries of the Secretariat of the CPC Central Committee, vice chairpersons of the Standing Committee of the National People's Congress, vice premiers and state councilors of the State Council, director of the National Commission of Supervision, president of the Supreme People's Court, procurator-general of the Supreme People's Procuratorate, vice chairpersons of the National Committee of the Chinese People's Political Consultative Conference, and retired senior leaders currently in Beijing, as well as members and former members of the Central Military Commission.
The reception was also attended by leading officials of central authorities and Beijing Municipality; leaders of the non-CPC political parties' central committees and the All-China Federation of Industry and Commerce, and representatives of personages without party affiliation; representatives of recipients of national honorary titles and commendations currently in Beijing; representatives of national model workers and exemplary individuals; representatives of ethnic minorities who have made important contributions to stability, development and unity in areas with large ethnic minority populations; personages from the Hong Kong and Macao special administrative regions, Taiwan compatriots and representatives of overseas Chinese, currently in Beijing; diplomatic envoys to China, resident representatives of international organizations, and some foreign experts. ■

In the center of the square, a huge display in the shape of a flower basket is placed, with Chinese characters on it reading "Best Wishes to the Motherland," expressing the wishes for a more prosperous and stronger China. Eighteen wreaths composed of white chrysanthemums and other flowers on two groups of flower beds located north of the monument convey all Chinese people's deep memories of the fallen national heroes.

In front of the formations, nine large flower baskets were placed in a line in the name of the CPC Central Committee; the Standing Committee of the National People's Congress (NPC); the State Council; the National Committee of the Chinese People's Political Consultative Conference (CPPCC); the Central Military Commission; the non-CPC parties, the All-China Federation of Industry and Commerce (ACFIC) and patriotic personages without party affiliation; people's organizations and the people from all walks of life; veterans, retired senior officials and relatives of martyrs; and the Chinese Young Pioneers. "Eternal Glory to the People's Heroes," read the eye-catching characters in the red ribbons hung on the flower baskets.
As the military band played the soulful "Flower Presenting Melody," 18 guards of honor steadily lifted the flower baskets, walked slowly to the monument, and laid them on the pedestal.
Xi and other leaders of the Party and the state walked up to the pedestal and stopped in front of the flower baskets. Bright-colored anthuriums, blossoming lilies, and fragrant oncidiums ... all were telling people's cherished memories of and sincere respect for the deceased heroes.
Taking a few steps forward, Xi carefully straightened the ribbons and led other leaders in a walk around the monument to pay tribute.
This year marks the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. Eighty years ago, the Chinese people achieved the first complete victory in resisting foreign aggression in modern times after their gallant fight with tenacity and valor, creating bright prospects of the rejuvenation of the Chinese nation. Today, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the whole Party, the military and people of all ethnic groups across the country are carrying forward the great spirit of the War of Resistance Against Japanese Aggression, pressing ahead with enterprise and resolve, and working in unity to make further progress in building a great country and advancing national rejuvenation on all fronts through Chinese modernization.
Children and representatives from all walks of life walked up to the front of the monument, laid flowers and paid tribute.

BEIJING, Oct. 2 (Xinhua) -- On the afternoon of Sept. 29, the Political Bureau of the Communist Party of China (CPC) Central Committee held its 22nd group study session with focus on ensuring religions in China further adapt to the Chinese context. While presiding over the session, Xi Jinping, general secretary of the CPC Central Committee, stressed the need to draw upon and apply the historical experience, proceed from the actual religious work in China, enhance systems thinking, strengthen institutional development, boost comprehensive management, beef up work at the grassroots level, and take systematic steps to ensure that religions in China are Chinese in orientation so that they can adapt to the socialist society.
Zhang Xunmou, director of the religious research center under the United Front Work Department of the CPC Central Committee, gave a lecture on the topic and put forward suggestions in this regard. Members of the Political Bureau of the CPC Central Committee listened attentively to the lecture and engaged in discussions.
Following the lecture and discussions, Xi made important remarks. He said since the 18th CPC National Congress, the Party has placed the work related to religious affairs in an important position in state governance, put forward in a clear-cut manner a series of new ideas and measures on upholding the principle that religions in China must be Chinese in orientation, improved systems and mechanisms for the religious work, and enhanced the rule of law in religious affairs, thus achieving positive results and effects in the religious work in the new era. History and practice have proven that only by advancing the adaptation of religions to the Chinese context can amity among different religions, ethnic solidarity, social harmony and the long-term peace and order of the country be achieved.
China is a socialist country under the leadership of the CPC. It is therefore essential that we provide active guidance for the adaptation of religions to the socialist society, Xi said. It is imperative to uphold core socialist values as guidelines to help religious figures and believers develop an accurate understanding of country, history, ethnicity, culture and religion, so that they cultivate a growing sense of identity with the motherland, the Chinese nation, the Chinese culture, the Communist Party of China and socialism with Chinese characteristics, and consciously participate in the drive for Chinese modernization, he said.
For their healthy continuity, the religions in China must always take root in the vast Chinese land and be nourished by rich Chinese culture, Xi said. He stressed the need to base efforts on the 5,000-year-long Chinese civilization to promote the integration of the religions in China with fine traditional Chinese culture, and guide religious figures and believers to deepen their sense of identity with Chinese culture.
To ensure that religions in China are Chinese in orientation, it is crucial to encourage religious circles to take the initiative and carry out self-reform. Support and guidance should be provided to ensure that religious doctrines, rules, management systems, rituals and behavioral norms embody Chinese characteristics and align with the requirements of the era, thereby enhancing religious circles' capabilities in self-education, self-management and self-discipline, Xi said.
He pointed out that administering religious affairs in accordance with the law is the fundamental way to properly handle various contradictions and problems in the religious field. It is necessary to improve relevant laws and policies, carry out in-depth publicity and education on the rule of law, promote strict law enforcement, and effectively improve the management of religious work under the rule of law.
Party committees at all levels must strengthen leadership over the work related to religious affairs, fully implement the Party's theories, principles and policies on religious work in the new era, deepen research on strategic, foundational and practical issues, build a strong team of personnel for the work related to religious affairs, and consolidate the foundation at the grassroots level, so as to forge a greater synergy for making sure that religions in China are Chinese in orientation, Xi said. ■
BEIJING, Sept. 30 (Xinhua) -- The Communist Party of China (CPC) Central Committee Political Bureau held a meeting on Sept. 29, discussing major issues related to the formulation of the 15th Five-Year Plan (2026-2030) for national economic and social development. The fourth plenary session of the 20th CPC Central Committee will be held in Beijing from Oct. 20 to 23, according to a decision made at the meeting.
The Political Bureau heard a report regarding the opinions solicited from in and outside the CPC on the CPC Central Committee's proposals for formulating the 15th Five-Year Plan, and decided that the document will be revised based on the discussion at this meeting and submitted to the fourth plenary session for review.
It was noted at the meeting that in soliciting opinions this time, democracy was fully promoted and collective wisdom was pooled. All regions, departments, and sectors gave the document full recognition, believing that it accurately grasps the historic position of development of the Party and the country's cause during the 15th Five-Year Plan period, provides an in-depth analysis of the profound and complex changes China's development faces, and lays out top-level design and strategic planning for the country's development in the next five years. The document represents another mobilization and overall arrangement for building on the momentum to further advance Chinese modernization, and suggests that the CPC Central Committee with Comrade Xi Jinping at its core will seize the historic initiative to continue to unite and lead the whole Party and the Chinese people of all ethnic groups in writing a new chapter on sustaining the two miracles of rapid economic growth and long-term social stability, and vigorously forge new prospects for Chinese modernization. It will therefore exert a major and far-reaching influence on the cause of the Party and the country.
The need was emphasized at the meeting to uphold the Party's overall leadership for economic and social development during the 15th Five-Year Plan period. It will be imperative to firmly uphold the authority of the CPC Central Committee and its centralized, unified leadership, and ensure that Party leadership is exercised in every aspect and throughout the entire process of economic and social development. It will be essential to continuously put the people first, respect the principal status of the people, and ensure that they enjoy more benefits of modernization in a fairer manner. It will be important to promote high-quality development, guide development with the new development philosophy, and foster new quality productive forces in line with local conditions to promote sustained and healthy economic growth as well as comprehensive social progress. It will be essential to deepen reform comprehensively, and expand high-level opening up to continuously enhance the momentum for growth and social vitality. It will be imperative to continuously tap the potential of the synergy between an efficient market and a well-functioning government, and work to see that the market plays the decisive role in the allocation of resources and that the government plays a better role. The need was emphasized at the meeting to ensure both development and security, prepare for worst-case scenarios, effectively guard against and defuse all risks, and safeguard the new development paradigm with new security architecture.
It was noted at the meeting that upholding and strengthening the Party's overall leadership is the fundamental guarantee for advancing Chinese modernization. It is essential to continue efforts to lead a social revolution through the Party's self-reform, advance full and rigorous Party's self-governance, strengthen the Party's ability to provide political leadership and theoretical guidance and to organize and inspire the people, and enhance the Party's capacity for leading economic and social development so that tremendous strengths can be pooled for advancing Chinese modernization.
Other matters were also deliberated at the meeting.■

Xi, also general secretary of the CPC Central Committee and chairman of the Central Military Commission, emphasized the full, faithful and comprehensive implementation of the Party's guidelines for governing Xinjiang in the new era. Focusing on the overarching goal of ensuring social stability and enduring prosperity, Xinjiang should uphold the principle of pursuing progress while ensuring stability in its work and attach the same importance to development and security. With unity and sustained effort, Xinjiang should strive to fulfill the "Five Strategic Positions" set forth by the Party central committee, so as to build a socialist modern Xinjiang that is characterized by unity, harmony, prosperity, affluence, cultural progress and a sound eco-environment, where people live and work in peace and contentment.
Xi pointed out that over the past 70 years since the founding of Xinjiang Uygur Autonomous Region, under the strong leadership of the CPC Central Committee and with firm support from people across the entire country, the regional Party committee and government have united and led the region's officials and people of all ethnic groups in resolutely upholding national unity, ethnic solidarity, and social stability. They have continuously advanced economic and social progress, bringing profound changes to Xinjiang. The region has, in step with the rest of the country, fulfilled the goal of building a moderately prosperous society in all respects, and has now embarked on the new journey toward building a modern socialist country in all respects. On behalf of the CPC Central Committee, Xi extended warm congratulations and sincere greetings to officials and the people of all ethnic groups in Xinjiang.
Xi stressed that the region should pursue a high-quality development path in line with its own conditions, and on the basis of its own resource endowment and industrial foundation. Xi called on the region to continuously develop industries with its own distinctive local strengths, and foster competitive industrial clusters. The region should strengthen the deep integration of technological and industrial innovation, and efforts should focus on cultivating new quality productive forces according to local conditions, Xi said. It is important for the region to strengthen the integration of culture and tourism in developing its cultural tourism. Biological protection and restoration must be enhanced for the region to drive a green transition in all areas of economic and social development. Efforts should be focused on strengthening community-level work, and necessary and basic foundations to build people's line of defense against terrorism and for the maintenance of stability. Xi urged the region to do a good job in forging a strong sense of community for the Chinese nation and advancing the building of the community. Xi also urged Xinjiang to do a good job in making sure that religions in China must be Chinese in orientation. Xi called on Xinjiang to strengthen efforts to nourish the region and enlighten local people through the development of culture. Xi urged the regional government to guide officials and people of all ethnic groups to develop a correct understanding of the country, history, nation, culture, and religion.

It is imperative for the region to arm its officials and people with the Party's new theories, and for them to forge cohesion and souls with the Thought on Socialism with Chinese Characteristics for a New Era. The work to ensure stability and promote development should be where officials are trained, and all the officials should forge a strong will to overcome difficulties and hardships, and improve their capabilities of uniting and serving the people and handling complicated situations. It is essential to strengthen the organizations at the primary level, and improve the primary-level Party organizations' political and organizational functions. It is imperative to consolidate and further implement the achievements of the education campaign concerning the central Party leadership's eight-point decision on improving conduct, and refine the long-term mechanism for improving conduct, enforcing discipline, and combating corruption, so as to create a political atmosphere of integrity.
Xi pointed out the Xinjiang Production and Construction Corps (XPCC) serves as a major strategic force for achieving the CPC Central Committee's overall goal of the work related to Xinjiang. He called on the XPCC to deepen reform and explore a path of high-quality development that is suited to its conditions and unique characteristics.

Cai Qi, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of a leading group for the commemorative event, attended the meeting with the representatives and addressed them.
On the morning of Sept. 17, the North Hall of the Great Hall of the People was filled with a lively atmosphere. Around 10 a.m., Xi and other leaders arrived at the venue, where they were greeted with warm applause. Xi and other leaders shook hands with the representatives and took a group photo.
Recently, Xi called a meeting of the Standing Committee of the Political Bureau of the CPC Central Committee to listen to a report summarizing the event. Speaking at the meeting, Xi emphasized that the event commemorating the 80th anniversary of the victory of the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War was a solemn, grand, powerful, and deeply inspiring celebration. It further promoted the great spirit forged in the war of resistance, strengthened the conviction to advance the cause of building a strong country on all fronts and national rejuvenation, and demonstrated China's commitment to promoting the building of a community with a shared future for humanity.
Xi pointed out that the leading group for the commemorative event and its executive bodies have implemented the decisions and arrangements of the Party Central Committee without compromise. They unswervingly adhered to high standards and strict requirements, and worked in a pragmatic and meticulous manner, thus successfully fulfilling the political tasks assigned by the CPC Central Committee.
Xi said it is imperative to fully leverage the tremendous and positive momentum arising from the commemorative event, continually make good use of the event as vivid teaching materials for patriotism, effectively harness and promote the confidence, pride, and vitality inspired by the event, and inject this momentum into the work of implementing the CPC Central Committee's decisions and plans, as well as addressing various risks and challenges. These efforts should serve as a powerful driving force for advancing reform, development and stability. Xi stressed upholding a correct historical view of the Chinese People's War of Resistance against Japanese Aggression and World War II, remaining confident in our history, and drawing wisdom and strength from the great victory achieved by the CPC in leading the entire nation in a united and heroic resistance against Japanese aggression. He emphasized standing firmly on the right side of history, seizing the historical initiative, and continuously forging ahead for a better future by learning from history. Xi also highlighted the importance of effectively telling the stories of the Chinese People's War of Resistance against Japanese Aggression and of peaceful development, and demonstrating to the world that China is a steadfast defender of the post-war international order, and a responsible major country committed to building a community with a shared future for humanity. He urged summing up the experiences and practices from organizing the commemorative activities to continually enrich and improve the system of ceremonies for the Party and the nation.
Xi's important remarks at the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee were conveyed at the Sept. 17 meeting.
It was noted at the meeting that Xi's remarks provided a profound exposition of the significance of the commemorative event, fully recognized the organizational and preparatory work, and put forward specific requirements for making good use of the event's outcomes, which should be carefully studied and effectively implemented. The meeting highlighted the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, as well as the vigorous support from all regions, departments, units, sectors of society, and the public in ensuring a complete success of the commemorative event. It is imperative to keep studying and implementing the guiding principles of Xi's speech, build on the significant outcomes of the commemorative event, carry out follow-up commemorations in a solid manner, and strengthen publicity and education. This will guide officials and the public to further align their thinking and actions with the CPC Central Committee's guiding principles, and transform the patriotic enthusiasm ignited by the event into a powerful driving force for advancing Chinese modernization, according to the meeting.
Deputy heads of the leading group for the commemorative event -- Wang Yi, Yin Li, Li Shulei, Zhang Youxia, Wang Xiaohong, Wu Zhenglong, and Liu Zhenli -- attended the meeting. Also present were members of the leading group, leading officials and staff members from various working bodies and other relevant departments, as well as representatives of military troops participating in a V-Day military parade, security personnel on duty, performers, volunteers, supporting staff, and members of the media.■
BEIJING, Sept. 8 (Xinhua) -- Chinese President Xi Jinping attended a virtual BRICS Summit and delivered an important address in Beijing on Monday.
The following is the full text of the address:
Forging Ahead in Solidarity and Cooperation
Statement by H.E. Xi Jinping
President of the People's Republic of China
At the Virtual BRICS Summit
September 8, 2025
Your Excellency President Luiz Inácio Lula da Silva,
Distinguished Colleagues,
It is very relevant that we BRICS leaders have this virtual summit today to discuss thoroughly the current international situation and issues of common interest.
As we speak, transformation unseen in a century is accelerating across the world. Hegemonism, unilateralism, and protectionism are getting more and more rampant. Trade wars and tariff wars waged by some country severely disrupt the world economy and undermine international trade rules. At this critical juncture, BRICS countries, standing at the forefront of the Global South, should act on the BRICS Spirit of openness, inclusiveness and win-win cooperation, jointly defend multilateralism and the multilateral trading system, advance greater BRICS cooperation, and build a community with a shared future for humanity. To this end, I wish to make three proposals.
First, we should uphold multilateralism to defend international fairness and justice. History tells us that multilateralism is the shared aspiration of the people and the overarching trend of our time. It provides an important underpinning for world peace and development. The Global Governance Initiative that I proposed is aimed at galvanizing joint global action for a more just and equitable global governance system. We should follow the principle of extensive consultation and joint contribution for shared benefit, and safeguard the international system with the United Nations at its core and the international order based on international law, so as to cement the foundations of multilateralism. At the same time, we should actively promote greater democracy in international relations and increase the representation and voice of Global South countries. We should improve the global governance system through reform so as to fully mobilize resources from all quarters and tackle more effectively the common challenges for humanity.
Second, we should uphold openness and win-win cooperation to safeguard the international economic and trade order. Economic globalization is an irresistible trend of history. Countries cannot thrive without an international environment of open cooperation, and no country can afford to retreat to self-imposed isolation. No matter how the international landscape may evolve, we must stay committed to building an open global economy, so as to share opportunities and achieve win-win outcomes in openness. We should uphold the multilateral trading system with the World Trade Organization at its core and oppose all forms of protectionism. We should promote a universally beneficial and inclusive economic globalization, place development at the heart of our international agenda, and ensure that Global South countries participate in international cooperation as equals and share in the fruits of development.
Third, we should uphold solidarity and cooperation to foster synergy for common development. As a Chinese saying goes, "It takes a good blacksmith to forge good steel." We can only cope with external challenges more effectively when we manage our own affairs well in the first place. BRICS countries account for nearly half of the world's population, around 30 percent of global economic output, and one-fifth of global trade. We are also home to major natural resources, big manufacturers and vast markets. The more closely we work together, the more resilient, resourceful and effective we are in addressing external risks and challenges. China is ready to work with fellow BRICS countries to implement the Global Development Initiative and advance high-quality Belt and Road cooperation. We should leverage our respective strengths, deepen practical cooperation, and make our business, financial, scientific and technological cooperation more productive, so as to strengthen the foundation, momentum and impact of greater BRICS cooperation and deliver more practical benefits to our peoples.
Distinguished Colleagues,
Strong wind tests the resilience of grass, and fierce fire reveals true gold. As long as we step up to take our responsibilities and look out for each other, the giant ship of BRICS will brave the shifting international tides and sail far and steady.
Thank you. ■

Chinese President Xi Jinping chairs the "Shanghai Cooperation Organization (SCO) Plus" Meeting and delivers a speech titled "Pooling the Strength of the Shanghai Cooperation Organization To Improve Global Governance" in Tianjin, north China, Sept. 1, 2025. (Xinhua/Huang Jingwen)
TIANJIN, Sept. 1 (Xinhua) -- Chinese President Xi Jinping delivered a speech at the "Shanghai Cooperation Organization (SCO) Plus" Meeting in north China's port city of Tianjin Monday afternoon.
The following is the full text of the speech:
Pooling the Strength of the Shanghai Cooperation Organization
To Improve Global Governance
Statement by H.E. Xi Jinping
President of the People's Republic of China
At the "Shanghai Cooperation Organization Plus" Meeting
Tianjin, September 1, 2025
Distinguished Colleagues,
This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations. It is a milestone prompting us to remember the past and create a better future together. Eighty years ago, the international community learned profound lessons from the scourge of two world wars and founded the United Nations, thus writing a new page in global governance. Eighty years later, while the historical trends of peace, development, cooperation and mutual benefit remain unchanged, the Cold War mentality, hegemonism and protectionism continue to haunt the world. New threats and challenges have been only increasing. The world has found itself in a new period of turbulence and transformation. Global governance has come to a new crossroads.
History tells us that at difficult times, we must uphold our original commitment to peaceful coexistence, strengthen our confidence in win-win cooperation, advance in line with the trend of history, and thrive in keeping pace with the times.
To this end, I wish to propose the Global Governance Initiative (GGI). I look forward to working with all countries for a more just and equitable global governance system and advancing toward a community with a shared future for humanity.
First, we should adhere to sovereign equality. We should maintain that all countries, regardless of size, strength and wealth, are equal participants, decision-makers and beneficiaries in global governance. We should promote greater democracy in international relations and increase the representation and voice of developing countries.
Second, we should abide by international rule of law. The purposes and principles of the U.N. Charter and other universally recognized basic norms of international relations must be observed comprehensively, fully and in their entirety. International law and rules should be applied equally and uniformly. There should be no double standards, and the house rules of a few countries must not be imposed upon others.
Third, we should practice multilateralism. We should uphold the vision of global governance featuring extensive consultation and joint contribution for shared benefit, strengthen solidarity and coordination, and oppose unilateralism. We should firmly safeguard the status and authority of the U.N., and ensure its irreplaceable, key role in global governance.
Fourth, we should advocate the people-centered approach. We should reform and improve the global governance system to ensure that the people of every nation are the actors in and beneficiaries of global governance, so as to better tackle the common challenges for mankind, better narrow the North-South gap, and better safeguard the common interests of all countries.
Fifth, we should focus on taking real actions. We should adopt a systematic and holistic approach, coordinate global actions, fully mobilize various resources, and strive for more visible outcomes. We should enhance practical cooperation to prevent the governance system from lagging behind or being fragmented.
Colleagues,
The founding declaration and the Charter of the Shanghai Cooperation Organization made it clear at the outset that we should promote a more democratic, just and equitable international political and economic order. Over the past 24 years, the SCO has adhered faithfully to the Shanghai Spirit of mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. We have discussed regional affairs together, built platforms and mechanisms together, and benefited from cooperation together. We have also initiated many new global governance concepts and put them into practice. The SCO has increasingly become a catalyst for the development and reform of the global governance system.
In response to the once-in-a-century transformations unfolding faster across the world, the SCO should step up to play a leading role and set an example in carrying out the GGI.
We should contribute to safeguarding world peace and stability. With a vision for common security, SCO member states have signed the Treaty on Long-Term Good-Neighborliness, Friendship and Cooperation, conducted effective security cooperation, and maintained overall stability in the region. We should continue to uphold the principles of non-alliance, non-confrontation and not targeting any third party. We should combine our efforts in addressing various threats and challenges, give full play to the newly established SCO Universal Center for Countering Security Challenges and Threats and the SCO Anti-drug Center, and build a community of common security in the region. We should remain a force for stability in this volatile world.
We should step up to take the responsibility for open cooperation across the globe. SCO member states have rich energy resources, big markets and strong internal driving forces, and we are contributing a rising share to world economic growth. We should continue to dismantle walls, not erect them; we should seek integration, not decoupling. We should advance high-quality Belt and Road cooperation, and push for a universally beneficial and inclusive economic globalization.
China will readily share the opportunities of its vast market, and continue to implement the action plan for high-quality development of economic and trade cooperation within the SCO family. China will establish three major platforms for China-SCO cooperation in energy, green industry, and the digital economy, and will set up three major cooperation centers for scientific and technological innovation, higher education, and vocational and technical education. We will work with fellow SCO countries to increase the installed capacity of photovoltaic and wind power each by 10 million kilowatts in the next five years. We are ready to build with all sides the artificial intelligence application cooperation center, and share the dividends of progress in AI. We welcome all parties to use the Beidou Satellite Navigation System and invite countries with relevant capacities to take part in the International Lunar Research Station project.
We should set an example in championing the common values of humanity. Among SCO member states, cultural exchanges are packed with highlights, people-to-people interactions are frequent and robust, and different civilizations radiate their unique splendor. We should continue to promote exchanges and mutual learning among civilizations, and write brilliant chapters of peace, amity and harmony among countries different in history, culture, social system and development stage.
China will host and ensure the success of the SCO Political Parties Forum, the SCO Green and Sustainable Development Forum, and the SCO Forum on Traditional Medicine. In the next five years, China will treat 500 patients with congenital heart disease, perform 5,000 cataract operations, and carry out 10,000 cancer screenings for other SCO countries.
We should act to defend international fairness and justice. In compliance with the principles of justice and fairness, SCO member states have engaged constructively in international and regional affairs, and upheld the common interests of the Global South. We should continue to unequivocally oppose hegemonism and power politics, practice true multilateralism, and stand as a pillar in promoting a multipolar world and greater democracy in international relations.
China supports the SCO in expanding cooperation with other multilateral institutions, such as the U.N., ASEAN, the Eurasian Economic Union, and the Conference on Interaction and Confidence Building Measures in Asia, to jointly uphold the international economic and trade order and improve global and regional governance.
Colleagues,
An ancient Chinese philosopher said of the importance of principles, "Uphold the Great Principle, and the world will follow." In two days, China will commemorate solemnly the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. Many colleagues will join us in Beijing. We are ready, together with all parties, to uphold courageously the great principle and the common good of the world, promote a correct historical perspective on World War II, resolutely safeguard the fruits of our victory in the War, and deliver more benefits to the entire humanity through the reform of the global governance system and the building of a community with a shared future for humanity.
Thank you. ■

Chinese President Xi Jinping chairs the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) and delivers a speech titled "Staying True to SCO Founding Mission And Ushering in a Better Future" in Tianjin, north China, Sept. 1, 2025. (Xinhua/Xie Huanchi)
TIANJIN, Sept. 1 (Xinhua) -- Chinese President Xi Jinping on Monday delivered a speech at the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) in north China's port city of Tianjin.
The following is the full text of the speech:
Staying True to SCO Founding Mission
And Ushering in a Better Future
Statement by H.E. Xi Jinping
President of the People's Republic of China
At the 25th Meeting of the Council of Heads of State
Of the Shanghai Cooperation Organization
Tianjin, September 1, 2025
Distinguished Colleagues,
As early as 24 years ago when it was founded, the Shanghai Cooperation Organization established the Shanghai Spirit, i.e., mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. The member states have since acted in this spirit to share opportunities and seek common development. They have brought about groundbreaking and historic achievements in SCO development and cooperation.
We were the first to set up a military confidence-building mechanism in our border areas, turning our extensive borders into a bond of friendship, mutual trust and cooperation. We were the first to take multilateral actions against the three forces of terrorism, separatism and extremism. We steadily promoted law enforcement and security cooperation, properly managed and settled differences, unequivocally opposed external interference, and maintained peace and tranquility in the region.
We were the first to launch Belt and Road cooperation. A large number of signature projects and "small and beautiful" livelihood projects have been successfully implemented, and industrial investment cooperation has been actively advanced, providing robust driving forces for development and prosperity across the region. China's cumulative trade with other SCO countries has surpassed US$2.3 trillion, hitting ahead of schedule the target that I had set. Our multidimensional connectivity network has been further improved. Nearly 14,000 kilometers of international land transport routes are in operation among member states. And the China-Europe Railway Express has operated more than 110,000 train services.
We were the first to conclude a treaty on long-term good-neighborliness, friendship and cooperation, proclaiming our commitment to forge lasting friendship and refrain from hostilities. We set up and fully leveraged mechanisms such as the SCO Good-Neighborliness, Friendship and Cooperation Commission. We built a network for people-to-people friendly exchanges, and expanded cooperation at the subnational level and in such areas as media, think tank, women and youth, bringing the hearts of our peoples closer to each other.
We were the first to put forth the vision of global governance featuring extensive consultation and joint contribution for shared benefit as an effort to practice true multilateralism. We deepened cooperation with the United Nations and other international organizations, and played a constructive role in international and regional affairs. We always stand on the side of international fairness and justice, champion inclusiveness and mutual learning between civilizations, and oppose hegemonism and power politics, thus becoming a proactive force for world peace and development.
Colleagues,
The SCO has grown into the world's largest regional organization, with the participation of 26 countries, cooperation covering more than 50 areas, and a combined economic output of nearly US$30 trillion. Its international influence and appeal are increasing day by day.
Looking back, we have weathered the storms on our journey and emerged stronger because we have adhered to the Shanghai Spirit. Looking ahead, we should carry forward the Shanghai Spirit in a world fraught with challenges and changes, forge ahead with solid steps, and better tap into the potential of our Organization.
First, we should seek common ground while putting aside differences. Shared aspirations are the source of strength and advantage, and the will to seek commonality while shelving differences reflects vision and wisdom. SCO member states are all friends and partners. We should respect our differences, maintain strategic communication, build up consensus, and strengthen solidarity and collaboration. We should make the pie of cooperation bigger, and fully utilize the endowment of every country, so that we can fulfill our responsibility for peace, stability, development and prosperity in the region.
Second, we should pursue mutual benefit and win-win results. We need to better align our development strategies and promote the high-quality implementation of the Belt and Road Initiative, so that in planning and building relevant projects together and benefiting from them together we can strengthen the momentum of regional development and improve the well-being of the people. We should leverage the strengths of our mega-sized markets and economic complementarity between member states, and improve trade and investment facilitation. We should enhance cooperation in such areas as energy, infrastructure, green industry, the digital economy, scientific and technological innovation, and artificial intelligence. We should march toward modernization hand in hand by bringing out the best in one another and working together for a shared future.
Third, we should champion openness and inclusiveness. The vast land of Asia and Europe, a cradle of ancient civilizations where the earliest exchanges between the East and the West took place, has been a driving force behind human progress. Since ancient times, people of different countries have bartered and traded for mutual benefit and learned from each other. SCO member states need to enhance mutual understanding and friendship through people-to-people exchanges, firmly support one another in economic cooperation, and jointly cultivate a garden of civilizations in which all cultures flourish in prosperity and harmony through mutual enlightenment.
Fourth, we should uphold fairness and justice. We must promote a correct historical perspective on World War II, and oppose the Cold War mentality, bloc confrontation and bullying practices. We should safeguard the U.N.-centered international system, and support the multilateral trading system with the WTO at its core. We should advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and make the global governance system more just and equitable.
Fifth, we should strive for real results and high efficiency. We should continuously promote SCO reform, increase resources input and enhance capacity building to improve its institutional structure and make its decision-making more scientific and its actions more efficient. We should put into use the SCO Universal Center for Countering Security Challenges and Threats and the SCO Anti-drug Center and set up an SCO development bank as soon as possible to provide stronger underpinnings for security and economic cooperation among member states.
Colleagues,
China always aligns its development with that of the SCO and with the aspiration of the people of member states for a better life. To date, China's investment stock in other SCO member states has exceeded US$84 billion, and its annual bilateral trade with other SCO member states has surpassed US$500 billion.
China has always focused on taking real actions to ensure better development of the SCO. Going forward, China plans to implement 100 "small and beautiful" livelihood projects in member states with such need. It will provide RMB 2 billion yuan in grant to SCO member states within this year, and will issue an additional RMB 10 billion yuan in loan to the member banks of the SCO Interbank Consortium over the next three years. Starting from next year, China will double the current number of SCO-specific scholarships, and launch an SCO innovative PhD program to jointly train high-caliber talent in academic as well as scientific and technological research. In the next five years, China will establish 10 Luban Workshops in SCO member states and provide 10,000 human resources training opportunities.
Colleagues,
As a Chinese saying goes, "Where will prevails, no boundary holds." Let us stay true to SCO's founding mission, step up to undertake our duties, promote the sound and sustained development of the SCO with greater resolve and more practical measures, and march steadily toward a brighter tomorrow of a community with a shared future for humanity.
Thank you. ■
TIANJIN, Aug. 31 (Xinhua) -- Chinese President Xi Jinping and his wife, Peng Liyuan, on Sunday hosted a banquet in China's port city of Tianjin to welcome international guests who are here to attend the Shanghai Cooperation Organization (SCO) Summit 2025.
The following is the full text of Xi's toast at the banquet:
Toast by H.E. Xi Jinping
President of the People's Republic of China
At the Welcoming Banquet of the SCO Summit
Tianjin, August 31, 2025
Dear Colleagues,
Distinguished Guests,
Ladies and Gentlemen,
Friends,
Good evening. Tonight, we are gathered here by the glittering banks of the Haihe River in Tianjin, a city defined by its embrace of waters from all corners. On behalf of the Chinese government and people, I welcome all our distinguished guests to Tianjin.
Today is a joyful day for leaders of SCO member states to have this happy gathering with old and new friends. It is also the Independence Day of Kyrgyzstan and the National Day of Malaysia. I wish to take this opportunity to offer our heartfelt congratulations to President Sadyr Japarov, Prime Minister Anwar Ibrahim, and the friendly peoples of Kyrgyzstan and Malaysia.
Tianjin is an open and inclusive metropolis. It has served as a strategic guardian city for our nation's capital throughout history, and pioneered China's reform and opening up as a pilot zone. In recent years, Tianjin has implemented the national strategy of Beijing-Tianjin-Hebei coordinated development, and written its new and dynamic chapter in advancing Chinese modernization. We believe that as the host of this Summit, Tianjin will give fresh impetus to the sustainable development of our Organization.
Since its founding, the SCO has stayed committed to the Shanghai Spirit, strengthening solidarity and mutual trust, deepening practical cooperation, and taking an active part in international and regional affairs. The SCO has grown into a significant force in promoting a new type of international relations and building a community with a shared future for humanity.
At present, the century-defining transformation is accelerating across the world, with a marked increase in factors of instability, uncertainty, and unpredictability. The SCO thus bears an even greater responsibility for maintaining regional peace and stability and promoting development and prosperity of all countries.
At this Summit, we are tasked with an important mission: to build consensus among all parties, ignite momentum for cooperation, and draw up a blueprint for development. Tomorrow, I will join our colleagues at the Meeting of the Council of Heads of Member States. We will also convene the "SCO Plus" Meeting with leaders of non-SCO members and international organizations. We will focus on how to strengthen cooperation, promote development, and improve global governance.
I am confident that with the collective efforts of all parties, this Summit will be a complete success and the SCO will play an even greater role, achieve greater development, and make greater contribution to strengthening solidarity and cooperation among the member states, pooling the strength of the Global South, and promoting the cause of human advancement.
As a Chinese saying goes, "In a race of a hundred boats, those who row the hardest will lead." Let us uphold the Shanghai Spirit and set out from Tianjin on a new voyage filled with hope toward an even brighter future.
Now, please join me in a toast:
To a productive and fruitful Summit;
To the advancement of the SCO's goals and tasks;
To the development and prosperity of all countries and the well-being of our people; and
To the health of all distinguished guests and your families.
Cheers! ■
BEIJING, Aug. 31 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee on Friday held a meeting to deliberate the Regulations on the Ideological and Political Work of the Communist Party of China, as well as to study a draft of the Law of the People's Republic of China on Advancing Ethnic Unity and Progress. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.
The meeting emphasized that ideological and political work represents the Party's fine tradition, distinctive feature, and prominent political strength. The formulation of the regulations holds significant importance for upholding and reinforcing the Party's overall leadership in this field, and for enhancing the scientific, institutionalized, and standardized level of such work.
The need was emphasized at the meeting to give full play to the guiding role of ideological and political work. It called for making it a top priority to use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to build consensus and strengthen conviction, with education on ideals and beliefs at the core. Efforts should be made to strengthen study, publicity, and education in close connection with reality, so as to better unify thinking, build consensus, strengthen confidence, and boost morale. It is essential to improve ideological and political work under new circumstances, in line with changes in social groups, and to make the work more targeted and effective. It is imperative to uphold and strengthen the Party's overall leadership over ideological and political work. Party committees (leading Party members' groups) should strengthen organizational leadership and ensure effective implementation of relevant policies and decisions. All Party members, particularly leading officials, must enhance Party consciousness, set an example in doing ideological and political work, and strive to break new ground in advancing endeavors in this regard.
It was pointed out at the meeting that the enactment of the Law of the People's Republic of China on Advancing Ethnic Unity and Progress aims to translate the Party's major theoretical and practical achievements in handling ethnic affairs into national will through national legislation, improve institutions and mechanisms for forging a strong sense of community for the Chinese nation, and further strengthen the cohesion and centripetal force of the Chinese nation.
The imperative was stressed at the meeting to continuously consolidate the common ideological and political foundation for all ethnic groups to strive in unity, unswervingly uphold the overall leadership of the Party, and remain committed to the correct approach with Chinese characteristics to handling ethnic affairs. It is essential to forge a strong sense of community for the Chinese nation, promote the building of this community, further facilitate all-round integration and extensive exchanges and interactions among all ethnic groups, and ensure that they can strive in unity and achieve common prosperity and development. It is imperative to do a good job in formulating, introducing and implementing laws and regulations to improve the capability of managing ethnic affairs in accordance with the law.
The requirements were set at the meeting for further strengthening work on workplace safety and natural disaster prevention. It was stressed that the people-centered development philosophy must be upheld, people's safety and lives must be considered a top priority and development must never be pursued at the cost of safety. Targeted measures should be taken to prevent and defuse safety risks, while full efforts should be made in emergency rescue and disaster relief, with timely and proper arrangements for disaster-affected residents. All regions and departments must resolutely substantiate the responsibility for workplace safety, and do a good job in safeguarding workplace safety and natural disaster prevention, so as to attach the same importance to high-quality development and high-level security.
Other matters were also deliberated at the meeting.■
